RISK-003 OOH Permit Delay on Q2 Campaign Launch

Context

A transit-shelter placement booked under SOP-001-ooh-campaign-setup required municipal permit sign-off before install. The permit office’s stated turnaround (5 business days) was built into the booking timeline, but this specific application sat for 11 business days with no status update, pushing past the client’s committed go-live date.

Impact

  • Go-live for that single placement slipped 6 days past the committed date.
  • Client-facing report of proof-of-performance for that placement was delayed to match — no impact to the rest of the campaign’s placements, which were on separate permits and unaffected.

Mitigation (applied)

  • Escalated directly with the permit office’s account contact rather than waiting on the standard queue; approval came through 2 business days after escalation.
  • Rebooked the install slot and absorbed the ops cost of the late window; no change fee passed to the client since the delay was on the permit side, not creative or booking.
  • Added a permit-status check-in at T-5 days (not just submission at T-7) to the SOP’s approval step, specifically for jurisdictions with a history of slow turnaround.

Resolution

Closed 2026-06-02. Placement live, proof-of-performance delivered, no repeat occurrence on subsequent bookings in the same jurisdiction since the T-5 check-in was added.
